San Fernando council certifies June election, swears in three members and names Victoria Garcia mayor

The San Fernando City Council on July 6 adopted a resolution reciting the results of the June 2, 2026 municipal election, then presented certificates and administered oaths to three newly elected members before reorganizing council leadership.
City Clerk Julia Fritz told the council the city received a certificate of canvas from the Los Angeles County Registrar-Recorder/County Clerk on June 29 and recommended adoption of Resolution No. 8469, reciting the facts of the election and declaring the results. The motion to adopt the resolution was made, seconded by Council Member Mary Salorio and carried with no objection.
Following the council declaration, Fritz presented certificates of election and administered the oath of office to Mary Mendoza, Mary Salorio and Sean M. Rivas. After his oath, Council Member Sean M. Rivas thanked voters and volunteers and pledged to "serve with integrity, humility, and dedication," saying he intended to work collaboratively on public safety, city services, housing, traffic and parks.
The council then conducted its annual reorganization, governed by Government Code section 36801 and the city council procedure manual. With nominations opened and seconded, Victoria Garcia — the council's vice mayor prior to the vote — was announced as the city's new mayor; Patty Lopez was selected as vice mayor.
Council members used the meeting's comment period to congratulate the newly sworn members and to welcome the leadership changes. The clerk made the election-related materials and the resolution available as official records of the city.
The council adjourned the meeting at 7:22 p.m. and scheduled its next regular meeting for July 20, 2026.
