Johnstown Common Council approves routine business, awards Cork Center Phase II bid and schedules zoning hearing

The Johnstown Common Council met on Feb. 18, 2025, in Council Chambers and approved a slate of routine and project-related items, including professional services contracts, property transactions and the Cork Center Phase II bid. Mayor Amy Praught presided over the meeting, which began at 6:00 p.m. and was broadcast on the city’s Facebook page.
The council voted unanimously on a series of motions. Council Member Bradley Hayner moved to approve the Jan. 21, 2025 meeting minutes, seconded by Council Member Max Spritzer; the motion passed 5–0. Council Member Eric Parker moved to approve claims and accounts, seconded by Council Member Scott Miller; that motion also passed 5–0.
On contracting and services, the council approved engaging CT Male for engineering services and authorized a professional services agreement with Orion Management. Council Member Scott Miller moved approval of CT Male’s contract, seconded by Bradley Hayner; during that item Council Member Eric Parker asked whether CT Male is used regularly, and Mayor Praught confirmed they are. The Orion Management motion was moved by Council Member Parker and seconded by Council Member Spritzer; both motions passed unanimously.
The council approved transactions involving city-owned properties at 111 E. Clinton Street and 100 Glebe Street. The 111 E. Clinton item was moved by Council Member Max Spritzer and seconded by Council Member Eric Parker; Parker noted the property had been neglected and said he was pleased someone is purchasing it. The 100 Glebe Street action was moved by Council Member Scott Jeffers and seconded by Bradley Hayner. Both passed 5–0.
Council members awarded the Cork Center Phase II bid; the motion was moved by Council Member Bradley Hayner and seconded by Council Member Scott Jeffers and passed unanimously. Council Member Eric Parker said he had spoken with City Engineer Christopher Vose and was comfortable with the bids.
The council also moved to advertise a public hearing on a zoning matter; Council Member Scott Miller moved the resolution and the minutes record an unspecified second. The motion passed 5–0.
An executive session to discuss the proposed acquisition, sale or lease of real property began at 6:23 p.m. and concluded at 6:39 p.m.; the minutes record no action taken as a result of that session. The meeting adjourned at 6:40 p.m. following a motion by Council Member Bradley Hayner, seconded by Council Member Max Spritzer.
Administrative items noted in the minutes included department reports (Public Works is developing a school-focused snow-removal plan), a proclamation recognizing Insurance Professional Week, and announcements that sand barrel pickup is scheduled for March 24–28 and the next business meeting will be March 17 at 6:00 p.m.
