Johnstown council adopts Comprehensive Plan, advertises hearings and amends bond

The Johnstown Common Council voted Monday to adopt the city's Comprehensive Plan and approved motions to advertise public hearings on a proposed Code of Ordinances and a landlord registry, actions council members said will move those items toward public review.
The votes occurred at the council's May 19 business meeting in Council Chambers, where four council members were present and one (Scott Jeffers) was excused. Councilors said the actions set the next steps for planning and potential property transactions and included an amended bond measure the council approved by roll-call motion.
Votes at a glance: The council approved a motion by Council Member Eric Parker to adopt the Comprehensive Plan (Ayes 4; Absent: Scott Jeffers). It voted to advertise a public hearing on adopting a Code of Ordinances (motion by Council Member Bradley Hayner; Ayes 4; Absent: Jeffers) and to advertise a public hearing on a landlord registry (motion by Council Member Scott Miller; Ayes 4; Absent: Jeffers). On routine business, council approved claims and accounts (motion by Council Member Eric Parker) and approved meeting minutes (motion by Council Member Bradley Hayner); the minutes vote recorded one abstention (Scott Miller).
During public comment, a resident requested sidewalk repairs at 6 Hamilton Street and on W. Madison between Melcher and William. Council Member Max Spritzer asked whether the City notifies property owners about sidewalk defects; City Engineer Christopher J. Vose told the council "sidewalks are the responsibility of the property owner" and said the City can send a letter notifying owners that they would be held responsible for repairs.
The meeting included department updates: Public Works reported upcoming paving bids and possible purchase of a milling machine and noted the County will distribute new recycling cans; Police said it is implementing new accident-tracking software; and the Treasurer said the city's 2023 financial AUDs should be completed by week's end.
The council entered executive session at 6:37 p.m. to discuss the proposed acquisition, sale or lease of real property and returned to open session at 7:00 p.m. Minutes record that no formal action was taken in executive session. The meeting adjourned at 7:01 p.m., and the next business meeting is scheduled for June 16 at 6:00 p.m.
