Trappe council conditionally adds 96 EDUs from Well 4R and approves Lakeside irrigation-meter trade

The Trappe Town Council on Dec. 3 approved several Lakeside utility and infrastructure items, including an irrigation meter trade and conditional recognition of additional water capacity from a new well.
James Cook presented a proposal to disconnect two Lakeside irrigation meters and transfer the equivalent EDUs to create 11 EDUs for building permits; Lakeside agreed to cover any revenue shortfall between irrigation-meter charges and the revenue generated by the 11 EDUs until the residential connections break even. President Newnam moved to approve the irrigation meter trade and Commissioner Michael Sullivan seconded; the motion passed unanimously.
Cook also updated the council on Well 4R’s performance, saying the well is producing better than expected and, based on production numbers, could provide approximately 96 additional EDUs. GMB engineer Katherine McAllister confirmed the production figures and submitted a recommendation letter. The council granted conditional approval to add the 96 EDUs to the town’s available water system capacity; that approval becomes effective only upon issuance of the Certificate of Potability for Well 4R and written confirmation from GMB that the well is operational and fully integrated into the water treatment plant. Commissioner Sullivan moved for conditional approval and President Newnam seconded; the council voted unanimously.
Cook said Lakeside has contacted Delmarva Power about installing street lights on Lake Tahoe and expects installation by spring 2026 pending Delmarva approval. He also reported that plans for the Lakeside water tower have been submitted to the Maryland Department of the Environment; once MDE approves, the project will go out to bid with an estimated 18-month completion timeline following approval.
The council’s actions provide conditional capacity relief for Lakeside development while preserving technical checks (potability certification and GMB confirmation) before new service EDUs take effect.
