Trappe council approves renewal and introduces $645,000 line of credit for wastewater ENR design

Trappe’s Town Council on Dec. 3 adopted Resolution 4-2025 renewing a $100,000 Shore United Bank line of credit and introduced Ordinance 7-2025 to authorize a new $645,000 line of credit to fund design work for an enhanced nutrient removal (ENR) upgrade to the town wastewater treatment plant.
President Newnam read the resolution and ordinance; Town Attorney Lyndsey Ryan reviewed the history and purpose of both credit facilities. Ryan said the $645,000 line of credit would provide interim financing for design and construction-related expenses and would be repaid by grant funds received by the Maryland Department of the Environment. Ryan stated the loan would carry a 5.25% interest rate and mature on Dec. 31, 2026. The council voted unanimously to introduce the ordinance and set a public hearing for Jan. 7 at 6:00 p.m.
The council adopted Resolution 4-2025 renewing the existing $100,000 line of credit, which Attorney Ryan said currently carries a zero balance and is renewed annually. The council’s adoption followed a motion by Commissioner Rose Potter, seconded by Commissioner Walter Chase, and a unanimous vote.
The new ordinance was introduced after discussion; Commissioner Potter moved to introduce Ordinance 7-2025 and Commissioner Chase seconded. The ordinance’s introduction commits the town to seeking the interim financing but does not itself authorize final borrowing beyond the ordinance process and the upcoming public hearing.
The adoption of the renewal and the ordinance introduction are procedural steps the town is taking to maintain cashflow flexibility and to cover near-term costs of planning and constructing the ENR upgrade, subject to future grant receipts and formal ordinance adoption after the public hearing.
