The staff member said the design team will advance the RV park component to 100% design by October to allow the city to solicit a contractor for a roughly $1 million budgeted improvement. After that is complete, staff said phases 2 and 3 (boat launch, boat trailer parking and vehicle parking) will be advanced to 35% design and engineering by December so the city can seek grant funding with sufficient match documentation for applications due in January.
Staff emphasized accessibility upgrades as a central principle: "We know we're not anywhere near the Americans with Disabilities Act standards for accessibility at City Beach," the staff member said, and added ADA improvements will be a guiding element of the project. The staff member said paid parking and boat‑launch fees will help provide local match funding to apply for larger grants to complete phases 2 and 3 with construction targeted in 2027–2028.
The parks commission, sustainability, urban forestry and pedestrian/bicycle advisory committees will review concepts during design, staff said, and staff plans to pursue several large grants to support the multimillion‑dollar renovation once design and match funding are in place.
Next procedural steps include continuing design to the stated percent‑complete milestones, pursing grant applications in January and returning to citizen committees and city council for review and approvals as required.
