Waterville Valley Select Board schedules Dec. 1 continuation, Dec. 16 public hearing for zoning warrant articles

The Waterville Valley Select Board agreed to continue deliberations on proposed zoning warrant articles to Dec. 1 and confirmed a public hearing for Dec. 16 at 6 p.m., with staff instructed to post supporting materials online before the continuation. Chair Bill led the schedule discussion and said, "We're staying with the 16th."

The board discussed the statutory consequences of the public-hearing schedule, including how any ordinance changes that pass can be retroactive to the date of the first public hearing. One member noted that "once you have your 1st public hearing, then if any of those pass, they become retroactive to that date," prompting the group to consider whether the earliest acceptable date should be Dec. 12 or Dec. 16 to avoid last-minute timing risks.

Liz, who is drafting the warrant language, told the board she will finish the outstanding draft articles and circulate them with the meeting schedule. The board agreed that Liz will finalize the text and that the public hearing process (public posting, comment, and a possible second hearing if substantial changes are made) will determine the final warrant language to be read and voted on at town meeting.

Members asked staff to ensure that the parking study and any peer review documents are posted to the town website ahead of Dec. 1 so the public has opportunity to review materials. The board concluded the meeting by approving a motion to continue to Dec. 1 at 6:00 p.m. for the continuation of the zoning public hearing; the motion carried by voice vote.
