Chief Larry O’Regan presented the application on behalf of E & J Jerome Service Inc.; the applicant was not present. O’Regan told the board that the city’s zoning ordinance currently lacks explicit language permitting storage containers to be used as sheds and that the Code Enforcement Office raised no objections to the proposal. The proposed placement behind the existing building would keep the container out of view from the street.
Board Member Judy Swatt moved approval. Board Member Robert Salamack seconded the motion. The board recorded three ayes, zero noes and two absences (Robert Gallt and Daniel May). The approval includes a condition that shrubbery be planted to reduce visibility from the Rail Trail.
The action was taken under the board’s authority to consider uses not expressly covered by the zoning ordinance and to attach reasonable conditions; no formal ordinance citation was offered during the discussion. The meeting record indicates the board expects to enforce the shrubbery condition as a permit stipulation.
