Trappe to replace aging council-room HVAC, taps ARPA interest to pay $16,985.96

The Trappe Town Council on Feb. 4 approved replacing two failing heating and air-conditioning systems in the council chamber and the town administrator’s office and will use interest earned in the ARPA fund to pay the $16,985.96 proposal from Comfort Plus.
Town Administrator Erin Braband said both existing systems are over 20 years old and beyond repair, and noted the town had spent more than $2,000 in the previous two weeks attempting temporary repairs. Commissioner Walter Chase moved to approve the Comfort Plus proposal and to fund it from ARPA interest; Commissioner Michael Sullivan seconded the motion, and the council voted unanimously to approve.
President Newnam asked staff to solicit other companies for future maintenance contracts. During the public-works update, Superintendent Shawn Lane presented a combined quote of $6,456.45 to purchase a snow blower and a commercial salt spreader; Newnam asked Lane to obtain additional quotes and to get pricing on a second snowplow for the town’s other truck.
Separately, Administrator Braband read the clerk’s report and announced the Town received a $1,149,000 Fiscal Year 2026 Congressionally Directed Spending grant for an ENR Upgrade project; that grant notice was filed with the records.
The council did not discuss a financing alternative at length for the HVAC work beyond the recommended use of ARPA interest funds. President Newnam’s request to seek alternative maintenance vendors suggests the town will seek competitive pricing for future service agreements.
