Trappe council approves USDA loan resolutions to fund pumping station upgrades

The Trappe Town Council on Feb. 4 unanimously approved two loan resolutions under RUS Bulletin 1780-27 to finance upgrades to the town’s pumping station, approving $1,141,000 and $1,376,000 in separate resolutions.
Attorney Lyndsey Ryan told the council the resolutions are required to close the USDA loans; she noted the council previously authorized undertaking the loans through Ordinance 5-2024. President Newnam read the resolutions aloud before moving approval; Commissioner Walter Chase seconded both motions. Each motion passed unanimously.
The council did not discuss alternative financing at length during the public portion of the meeting. Attorney Ryan said closing on the USDA loans is scheduled for Feb. 19, 2026, the next procedural step needed for the pumping station upgrade/rehabilitation project.
The motions were recorded as unanimous approvals by the members present: President Newnam, Commissioners Michael Sullivan, Rose Potter and Walter Chase. No amendments to the resolutions were proposed on the floor.
Next steps: Town staff and the attorney are scheduled to complete required paperwork ahead of the Feb. 19 closing. The project is associated with previously discussed planning materials filed under Ordinance 5-2024, and the council flagged future conversation about landscaping at new pumping-station sites during the public-works update.
