Executive Director Jadel Mercius told the board that JLL’s contract had expired and that an RFQ for specialized services — including a real‑estate law firm with negotiation experience — was ready to be released. "Their contract is up. Their contract has expired," Mercius said when commissioners asked about the firm's current status.
Commissioners stressed the need for negotiators with a record of handling complex long‑term mixed‑use and marina deals. One member said the main negotiation work usually falls to a large real‑estate law firm while planning and development firms provide backup expertise.
After discussion, the board approved a motion to extend JLL’s agreement on an hourly basis with a cap of $12,500 per month and a limit of four months while staff proceeds with a recruitment process for specialized legal services. The motion was moved by Dr. Spiritis and seconded by Commissioner Lanier, and the vote was recorded as 4–0 in favor.
Next steps: staff will release the RFQ for specialized legal/negotiation services and question candidates at a future meeting; any engagement beyond the hourly cap requires board approval.
