Town hears updates on Discovery water main, playground work, sidewalks and traffic-calming options

Staff reported a halted Discovery Boulevard water-main replacement to be fixed that evening, a Sept. 8 start for a Heritage playground replacement and several budgeted sidewalk and crosswalk projects; residents urged immediate traffic-calming near Heritage Farm Park.
Town public-works staff and the town manager briefed commissioners on ongoing and planned infrastructure projects and fielded resident concerns about traffic safety.
Ryan, acting for the public-works department, said the Discovery Boulevard water-main replacement (phase 1) encountered a faulty valve during a scheduled shutdown; crews planned to install a new tee and three valves that evening to resume work. He also confirmed an AC unit and heat-pump replacement at the Clearwell and said the Heritage playground installer is scheduled to begin work Sept. 8 with an expected one- to one-and-a-half-week installation.
Town Manager Williams presented three budgeted sidewalk and roadway-improvement options for review: curb and sidewalk replacement on Pennsylvania Avenue; improvements at Pennsylvania Avenue and George Street to replace temporary plastic dividers with a permanent solution; and correcting an angled crosswalk on Frederick Street (near the McDonald's) to a straight-across layout with ADA ramps. He asked commissioners to review the proposals over the next two weeks before staff solicits bids.
Commissioners also discussed a parks mowing contract that will go out to bid in October, including a request from the parks commission (on behalf of GBAA) to lower mowing height on playing fields from 3.5 to 2.5 inches; staff cautioned that a lower cut would increase maintenance frequency and costs. The board took no motion to change contract specifications at this meeting.
On traffic-calming near Heritage Farm Park and the elementary-school area, resident James Johnny, a career firefighter, urged temporary measures such as stop signs to test the effect before implementing permanent infrastructure. Commissioners asked the town engineer to evaluate the intersection and report back.
No formal votes were taken on the capital projects at this meeting; staff will return with bid language and engineering analyses where appropriate.
