Waterville Valley board hears major update on wastewater project, seeks dedicated project manager

Waterville Valley’s water and wastewater team updated the Select Board on Nov. 5 about engineering progress and next steps for the town’s wastewater-treatment project. Dylan, the town’s water and wastewater director, told the board the engineer has delivered a 90%-basis report and that “subsurface work at the base lodge is scheduled to begin on November 11.”
The presentation covered responses Black & Veatch prepared for the U.S. Environmental Protection Agency about the town’s requested change to the compliance schedule. Dylan said the firm compared timelines from similar projects and supplied a rationale to EPA; the town will await EPA’s review but continue to press for a formal Administrative Order on Consent (AOC) to lock in a realistic construction schedule.
Board members pressed for continuity in oversight during construction. Dylan described three project-management options Black & Veatch proposed—a limited-hours resource, a hybrid presence through construction, or a full-time construction project manager—and said the town favored having a project manager who follows the work through the construction phase rather than handing the job off to a new person once construction begins. “We want somebody that has the capacity to see this through,” Dylan said.
The board also discussed a separate value-engineering proposal from the engineering firm and flagged a need for clarity on any on-site work (the consultant requested use of town conference space for several days to perform its work). On funding, Dylan said staff were awaiting a deliverable date from PFM on financing options; that deliverable was pending as of the meeting.
What’s next: staff will review Black & Veatch’s project-management proposal and bring recommended scope and costs back to the Select Board for approval. The town will also monitor EPA’s response to the requested schedule and continue work needed to support the AOC request.
