The Hannibal City Council adopted Resolution 25‑86‑26 authorizing the mayor to execute a consulting contract with StarGard Elite LLC related to lifeguard training and aquatic services. City Manager Andy Dorian described the annual StarGard arrangement and said the city receives reimbursements from its insurer (MIRMA) that substantially offset costs; Dorian stated that, after reimbursements, "our ultimate our end price is only about $222,300" for the overall annual program as presented.
The adopted resolution authorizes a consulting contract listed in the resolution as $4,600. Council members voted to adopt the resolution by roll call.
Dorian also presented a list of surplus parks department items the city intends to sell on Purple Wave in partnership with the police and fire departments. He said a recent joint sale had brought in about $70,000 to city funds. Council approved the surplus list by voice vote.
Chief Jacob Nockey asked the council to declare a 2018 Dodge Charger (with about 122,000 miles and reported suspension issues) surplus; council approved the surplus and staff said the car will be sold with other department items via Purple Wave.
All three items (StarGard contract, parks surplus list, and police vehicle surplus) were approved during the meeting.
