Bowling Green council advances roundabout application, adopts supplemental budget and multiple ordinances

The Bowling Green City Council on the evening meeting adopted a supplemental appropriations ordinance for the 2026 fiscal year, advanced several other ordinances and resolutions, and heard a report from the mayor praising the Fourth of July festivities.
Council moved quickly through a slate of business, including suspending the rules to give Ordinance 9366 its second and third readings and then adopting it. Ordinance 9366 provides supplemental and amended appropriations for the city’s current expenses and expenditures for the fiscal year beginning 01/01/2026 and ending 12/31/2026. The motion to adopt was seconded and recorded as approved by all members present.
Council member Jay Dennis, speaking for the Transportation and Safety Committee, announced a resolution authorizing an application and contract with the Ohio Department of Transportation (ODOT) to use Congestion Mitigation and Air Quality (CMAQ) funds for the installation of a roundabout at the intersection of West Wooster Street and Winter Garden Road; that item was read for first reading. The council also read Ordinance 9367 for first reading, which would amend city code on low-speed micromobility devices.
Several other items were moved and adopted with no extended debate. Resolution 3908, adopting the estimate of revenues for 2027, was approved. Resolutions 3909 and 3910, relating to renewing and submitting to electors a parks-and-recreation levy (2.95 mills), were each moved, seconded and adopted. The body also adopted Ordinance 9360 (cleaning of streets by special assessment) and Ordinance 9362 (amendments regarding the historic preservation commission).
Mayor (speaking at the meeting) thanked organizers and volunteers for the city’s Fourth of July community festival and fireworks at the fairgrounds, singling out chamber volunteer Mary Hinkleman. "I thought the fireworks were exceptional this year," the mayor said.
Clerk Jody conducted roll calls recorded for each adoption; recorded votes on adopted items were affirmative from the members present. Council was reminded that a finance committee meeting is scheduled before the July 20 council meeting at 6:30 p.m. The meeting adjourned after the adopted business was completed.
