Village President Jenny Schmoock called an emergency phone meeting of the Village Board of Trustees of the Village of Shiocton at 8:00 a.m. on April 15, 2026 to address rising river levels and sandbagging operations.
Board members — Trustees Dawes, Bunnell, Gomm and Tyler — along with Village Clerk Laurie Sweeney, DPW staff Dan Nabbefeld and Jesse Smith, and Chief Knapp discussed current water levels and forecasts indicating the river was expected to rise further. The board reviewed on-the-ground conditions, including reported flooding at the Shiocton–Bovina fire hall.
Because of the flooding at the Shiocton–Bovina fire hall, the board agreed to relocate sandbagging operations to the Ellington Fire Department to better support volunteers and response logistics. The board also agreed that Outagamie County Emergency Management, the State Patrol and the Outagamie County Sheriff's Department would be notified as water levels rise and as support becomes necessary.
The board recorded that it would meet again on Thursday, April 15, as reflected in the minutes; the minutes line in the transcript that reads "*Minutes 4-15-27 8am" appears to be a clerical inconsistency in the record. The emergency meeting adjourned at 8:46 a.m.
A sandbagging notice was posted later on the Facebook page referenced in the record as "FB SBFD" at 3:00 p.m., notifying the public of sandbagging arrangements. No formal motions or recorded roll-call votes were taken during the emergency conference.
