Shell Lake council approves lake testing, ride-along rules, security measures and $125,000 entitlement transfer

At its Sept. 9 meeting, the Shell Lake City Council approved several administrative and policy items, including Lake Protection Advisory Committee testing, a new ride-along policy for the police department, implementation of security recommendations following a closed session, approval of vouchers, and direction to execute a $125,000 entitlement transfer agreement.
The council unanimously approved Lake Protection Advisory Committee testing for phosphorus and chlorophyll and authorized a $250 payment to a guest speaker for the 2024 Annual Lake meeting. Council member Stephen Smith asked the LPAC to request funding before events occur in the future.
On police policy, the council approved ride-alongs under specific conditions: only the police chief may conduct a ride-along; the chief must perform a background check on the passenger; the chief may not be on duty while conducting the ride-along; the passenger must be at least 18 years old; and a second Shell Lake Police squad must be on duty while the ride-along occurs. Rob Anderson moved the measure and Stephen Byrd seconded it; the council approved it unanimously.
Council members voted, by roll call, to enter closed session pursuant to Wisconsin Statute 19.85(1)(d) to discuss crime prevention. The roll call recorded Yes votes from Rob Anderson, Deb Nebel, Ken Schultz, Stephen Byrd, Stephen Smith and Terry Severson; the closed session began at 7:45 p.m. The council reentered open session at 7:57 p.m. and then unanimously approved implementing the security recommendations presented by the General Administration committee; the public transcript does not disclose the confidential details discussed in closed session.
On finances, Stephen Smith presented the budget status and the council approved vouchers numbered 1031–1183. In new business, the council directed the city attorney and city administrator to approve an agreement transferring fiscal year 2020 entitlement funds in the amount of $125,000; the motion by Smith, seconded by Rob Anderson, carried unanimously.
