Urbana forwards IGA with U. of Illinois and bundles community-service grants for council approval

Community development and grants staff presented three items: (1) a proposed intergovernmental agreement (IGA) with the University of Illinois to continue certified housing inspections for 2026–2029, (2) staff recommendations for the 2026–27 community-services grant round totaling $628,131.14 across 15 organizations and 18 programs, and (3) a list of individual subrecipient agreements proposed for approval.
On the IGA, the presenter said the university will compensate the city for inspection services and identified a first-year payment of $20,761.71 with a 3% annual increase in subsequent years; inspections are seasonal (beginning in September) and staff agreed to follow up with the precise prior-year payment and with an estimate of staff FTE time devoted to the program.
On grants, grants manager Chris Colter said the round included a $288,000 base pool, $200,000 for domestic-violence services, $100,000 for immigration services, and $40,131.14 remaining state funds for violence prevention, with 38 organizations applying for 45 programs. Recommended awards total $628,131.14 and staff listed recommended subrecipient agreements including Eastern Illinois Food Bank, Habitat for Humanity of Champaign County, Don Moyer Boys & Girls Club, Champaign County Health Care Consumers and others.
Mary Alice asked for clearer projections of how many Urbana residents the funded programs expect to serve; staff said they would follow up with those numbers. The committee voted to forward the University IGA and the bundled grant resolutions to the city council consent agenda. Council member Charisse moved the Sola Gracia Farm subrecipient agreement to the regular agenda; the chair noted he would abstain on that item at council due to a conflict (his wife serves on the farm’s board). The committee voted to send the farm item to the regular agenda.
