Salisbury Planning and Zoning approves multiple site plans and special permits, schedules hearings

The Salisbury Planning and Zoning Commission on April 6 approved a slate of applications and set two public hearings during a remote special meeting.
The commission voted 5-0 to approve a site plan from Salisbury School, Inc. to construct a tunnel under Route 44 on properties at 250 and 251 Canaan Road. The panel also approved a site plan from Lime Rock Park II, LLC to replace an existing gazebo with an 18-by-24-foot “Welcome Center” barn at 497 Lime Rock Road. Both approvals passed on motions by Secretary Bob Riva, seconded by Vice Chair Allen Cockerline.
At the same meeting the commission approved a site-plan application for 29 Morgan Lane to demolish and reconstruct a single-family residence within the Lake Protection Overlay District (Section 404), and it approved a special permit for 1 Elman Drive that allows a detached apartment and a new structure that cannot be sited in a buildable area. The Elman Drive approval included conditions requiring that erosion controls be maintained throughout construction and that an as-built survey be submitted after construction.
The commission scheduled a public hearing for May 4, 2026 at 6:45 p.m. to consider Special Permit application #2026-0312 for a detached apartment at 80 Rocky Lane. It also scheduled a hearing for May 18, 2026 at 6:45 p.m. on a proposed regulation amendment (Section 221) submitted by Lime Rock Park II, LLC to add requirements for uses in the RE zone.
The panel authorized the Zoning Enforcement Officer to issue a temporary zoning permit (ZP-26-26) allowing a temporary kitchen setup at Lime Rock Park to replace a kitchen damaged by fire in November 2025, contingent on approvals from the Torrington Area Health District and the Connecticut Department of Energy and Environmental Protection.
All formal motions recorded in the minutes passed on unanimous votes where noted. The meeting was called to order by Chair Cathy Shyer and minutes for earlier meetings were approved with recorded abstentions where noted.
