Sherwood utility moves to study sewer and water extensions and seeks FHA funding

Village utility officials and engineers spent much of 1982 examining feasibility and funding for sewer and water extensions to serve subdivisions and annexed neighborhoods.
In August the board retained Perry Carrington Engineering to perform preliminary engineering to determine feasibility of sewer and water to serve Winnebago St., Menasha Rd., and Park Drive. A December special Utility Commission meeting with engineer Joe Papke reviewed cost studies and funding projections for Forest Hills Subdivision and other proposals; Papke and staff said qualifying for CDBG or HUD grants appeared unlikely and that FHA programs were the most feasible funding route. The commission instructed Papke to prepare FHA applications and to set up a meeting with FHA in early January.
Across multiple utility meetings, staff reported pump-house work in progress, ongoing tests on new wells, manhole repair work to address infiltration in the High Cliff area, and plans for televising High Cliff sewers. The board and commission also discussed possible loans and grant packages and the need to meet PFC/FHA requirements for annual audits and project documentation.
