Cecilton council approves minutes and financials, hears updates and adjourns

At its Dec. 15 meeting the Town of Cecilton approved the Nov. 17 minutes and accepted final financials, received updates from utilities staff and the Sheriff's Office, agreed to pursue PNC for municipal accounts, and adjourned at 7:34 p.m.
The Town of Cecilton Mayor and Council convened Dec. 15 at Town Hall. Mayor Michael Cooper called the meeting to order at 7:02 p.m.; the Pledge of Allegiance was recited.
On consent, Member Hester Wise moved to accept the Nov. 17, 2025 regular-session meeting minutes as written; Member Sue Katzmire seconded and the motion carried. Member Katzmire then moved to accept the final financials (the minutes record acceptance of 'October Final Financials'); Wise seconded and the motion carried.
During new business, Jordan Smith and Heather Perry presented the WTTP and water-supply report, which they described as normal operations with a septic hauler cleaning the wastewater treatment plant influent wet well and both plants in compliance. Corporal Dix of the Cecil County Sheriff's Office reported traffic enforcement, an arrest following a suspicious-vehicle stop tied to a DUI, participation in the Holiday Tractor Parade, and discussed patrol coverage; the council asked the Sheriff's Office to consider shifting winter hours to cover school arrival and dismissal times.
The council reviewed a notice that People's Bank is merging with a federal credit union and cannot hold municipal deposit accounts; the town identified PNC Bank in Middletown as the closest local option and Administrator Cooper and the treasurer planned to open accounts there. No formal banking contract vote was recorded.
Member Katzmire asked about the parcel behind the Senior Village; council members said there was no new information beyond a 'for sale' sign on the property. No members of the public offered comments. Under good of the order, council members noted upcoming events and community activities, including a Holiday Open House, Stop the Bleed class, and the St. Patrick's Day parade.
Member Wise moved to adjourn; Member Katzmire seconded and the meeting was adjourned at 7:34 p.m. The minutes do not record vote tallies for motions noted as "motion carried."
