Calvert staff propose front-loading technical reviews in development-review process

Tamara Blake Wallace, planning commission administrator, presented proposed changes to Calvert County's three-step development-review process intended to make concept plans less detailed, to offer a pre-concept option, and to require more complete technical submissions (stormwater, traffic, environmental permits and adequate public facility certifications) before projects return to the Planning Commission.

Wallace said the revised approach would keep the overall three-step structure required by the state but shift much of the detailed technical and interagency work to the detailed site plan stage so that the Planning Commission would see more complete plans and fewer checklist conditions at the time of commission review. She told commissioners the change is intended to help staff by staggering review workloads so fewer projects require concurrent technical reviews on the same deadline.

Commissioners asked whether the change would increase staff workload and whether the county has capacity; Wallace said the total work is similar but redistributed across different steps and that staff had discussed the change with developers who raised no formal objections. On a follow-up question about where soil conservation review occurs, Wallace replied that soil conservation is handled at the detailed site plan stage along with environmental and public-facility reviews.

Wallace asked for the commission's feedback and blessings to implement the revised process alongside the forthcoming Calvert County zoning ordinance update. The commission did not take a formal recorded vote on the process change at the meeting; staff said additional procedural steps will follow as the ordinance update proceeds.
