Planning commission grants appeal to keep longtime 2328 Old Bayside Road address

The Calvert County Planning Commission voted Nov. 20 to grant Martin D. Jones’s appeal, letting him keep the historic 2328 Old Bayside Road address rather than accept a county-proposed renumbering intended to align GIS data with NG9-1-1 standards.
Martin D. Jones told the Calvert County Planning Commission on Nov. 20 that his family has held the property at 2328 Old Bayside Road for roughly 150 years and that the county’s plan to renumber the parcel would impose personal and administrative hardships.
Jones testified that emergency services and police have repeatedly found the house at the 2328 number and that changing the number would require him to update Social Security records, vehicle registrations, insurance policies and other documents. A companion provided printed directions and MapQuest screenshots and said a second dwelling permitted about 16 years ago should have been the time to correct any addressing anomaly.
Stanley Harris, division chief for emergency communications, told the commission the county is conducting a broader cleanup of authoritative GIS data to align addresses with Next Generation 9-1-1 standards. Harris said the county has made about 50 similar address corrections since 2021 and that the county’s addressing code requires correcting addresses that fall outside a street’s centerline range. He explained how changes are handled in the computer-aided dispatch (CAD) system and said staff notify roughly 15 agencies and the post office on the resident’s behalf when an address is changed.
Commissioners asked whether both the old and proposed addresses resolve to the same physical location via online maps and whether residents are compensated for the time and cost of updating records. Harris said staff can alias old addresses in the CAD so emergency calls using the old number will still route to the right location, but he said there is no separate compensation for residents; the county performs notifications to agencies and the post office and residents retain the right to appeal a change to the planning commission.
Commissioner Gadaway moved to grant the Joneses’ appeal to keep the existing 2328 Old Bayside Road address. After a second and a voice vote, the chair announced the appeal was granted and thanked Mr. Jones for attending. The commission did not adopt an indemnification agreement or direct further staff action beyond the vote to sustain the existing address.
