Kennett council authorizes stormwater committee review after Waters Engineering preliminary study

The Kennett City Council heard a preliminary plan from Waters Engineering and authorized the city’s Stormwater Committee to review the report and prioritize project phases.
Richard Cochran of Waters Engineering recommended completing the study in four phases and asked the council to identify which neighborhoods or areas should be tackled first. Cochran told the council the more in-depth engineering work would carry a cost, estimating the full study at “approximately $35,000” and saying the work could begin immediately with a 3–4 month completion timeline if contracted now. City Administrator Steve Rasmussen clarified that Waters Engineering would present an initial preliminary study at no cost to the city, but the deeper engineering report would require city funding.
Council Member Dennis Pelts moved and Council Member Jimmy French seconded a motion to allow the Stormwater Committee to review the preliminary report and approve phases by priority; the motion passed. Rasmussen said a proposed contract would be referred to the Finance Committee for review.
The action creates a formal step for city staff and the committee to translate Waters Engineering’s phased recommendation into a prioritized scope and budget estimate. The council did not approve the full paid engineering report at this meeting; next steps are committee review and a Finance Committee review before any contract is executed.
