Colmar Manor council adopts charter changes to add town administrator and clarify roles

Colmar Manor’s mayor and town council on Jan. 20 approved charter resolutions that add a town administrator position to the municipal charter and clarify the duties of the council and the mayor now that the position exists.
The council adopted R21 (to add the town administrator position) and R22 (to clarify council duties and the administrator’s role) after staff described the charter amendment process and noted the measures had already had first and second readings and a public hearing. R23, which revises mayoral powers in light of the administrator role, also passed after roll-call voting and is scheduled to become effective in March as the resolution texts specify.
The measures were introduced by a charter committee that met several times to identify provisions needing change, council staff said. Interim Town Administrator Bagley read the required statutory adoption language on R21 and explained that the charter resolution will be published, the municipal charter registration form filed, and that the measures become effective on the dates included in the resolutions unless a referendum occurs.
Mayor Monica framed the changes as an effort to create a stable administrative structure and thanked the Charter Review Committee, interim staff, the town clerk and the police chief for their work. Council members said they had debated the provisions at a retreat and at work sessions and stressed the importance of clear job duties for the new administrator.
The council’s adoption does not immediately fill the full‑time post. Separately during the meeting, the mayor and council discussed ongoing recruitment for a full‑time town administrator; mayoral staff said the town had received more than 40 applications and planned second‑round interviews this week with an anticipated hiring decision in the coming weeks.
What happens next: the town will complete the charter registration and publication steps described in the resolutions; the new charter provisions will take effect as written in March. The council also continues interviews for a permanent town administrator.
