The Taneytown City Council on July 8 discussed timing and scope for an accessory dwelling unit (ADU) ordinance and agreed with staff that a parking study should precede adoption.
Staff explained that Maryland state law requires a parking study be completed before adopting local controls that would add or change residential units, and that the planning commission had emphasized parking competition as a major local concern. The study would be done informally by police and zoning staff logging observations at different times and could identify zones where off‑street parking would be required for new ADUs.
Council members said they support avoiding an open‑ended ordinance that would let ADUs be added without addressing parking in congested neighborhoods. Staff recommended postponing adoption to allow time to design the parking study so the city would retain the option of requiring off‑street parking in specific zones.
