APC staff outlines traffic‑model update and project schedules, flags 2029 Sagamore corridor target

APC staff briefed the Technical Transportation Committee on May 20, 2026, about progress on traffic modeling, upcoming lettings and the status of several local projects.
Doug Poad reviewed APC’s TransCAD traffic model, which uses a standard four‑step process and a 2022/2023 base year informed by INDOT counts, the Decennial Census and the American Community Survey. Poad said staff expects to finish the model work in one to two months and generate forecasts for 2055 within three to four months. Scott Chandler and Tim Stroshine confirmed that local inputs — including hospital facilities, a new large plant and employment data from businesses such as Subaru — were included in the modeling effort.
Poad also summarized federal funding and letting items. He noted a funding designation discrepancy for a South 9th Street project (the report lists $3.78 million as HSIP while the TIP shows STBG) and said INDOT Central Office internally swapped sources because safety funds are more restrictive. He reported that $47,721 had been obligated for construction engineering on an emergency vehicle preemption project, and that an April traffic signal project along the west side of the Wabash River was awarded at a construction cost of $962,000. Future lettings were described for signal modernization, raised pavement markings and bridge replacements (Bridge 65 and 64 among others).
Tim Stroshine reviewed quarterly project tracking across Tippecanoe County, Lafayette and West Lafayette. Notable updates included reopening Bridge 527 to traffic by October 2026 (est.), Morehouse Phase 2 experiencing a slight cost increase with an expected June completion, and several South 9th Street segments moving through TIP with updated funding and sewer cost increases. West Lafayette updates included intersection signal preemption (contractor start possible in June), Soldiers Home Road phases with right‑of‑way complications increasing costs, and final acceptance submitted to INDOT for the Sagamore Parkway Trail.
On an item raised under other business, Randy Anderson asked about the US‑52/Northwestern overpass. Bill Smith said removal of the Northwestern bridge is included in the Sagamore corridor safety project, with a probable 2029 target; the current scope contemplates replacing the overpass with an at‑grade Green‑T intersection to keep westbound traffic from stopping at the signalized intersection.
APC staff said maps and outputs from the updated traffic model will be produced as part of the work; no new vote was required for the project status reports. The committee will reconvene on June 17, 2026.
