Staff previews 2055 metropolitan plan, says modeling will include growth and major development inputs

APC staff said a draft of the 2055 Metropolitan Transportation Plan is expected next year; staff are developing demographic projections and traffic models that will incorporate inputs from IU, Estridge and other developments to guide future housing, employment and transportation planning.
Tim Stroshine, speaking for Area Plan Commission staff, told the Technical Transportation Committee a draft of the 2055 Metropolitan Transportation Plan (MTP) is likely next year and that staff are working with planning partners on demographic projections and traffic modeling.
Stroshine said the community is expected to grow and that planners are working to anticipate where housing and employment growth could occur to inform traffic modeling and forecasts. Stu Kline asked whether traffic numbers from Indiana University, Estridge and other developments would be included; Doug Poad confirmed those inputs will be taken into account in the model. Randy Anderson asked how expansion of US 231 could affect development north of US 231 and US 52; Doug Poad said companies could continue with subdivision approvals but that, per the rules discussed at the meeting, once a subdivision is approved the property could not be developed for five years, enabling local governments an opportunity to purchase the property in that interval.
Next steps: staff will continue demographic work and model development with partners and expect to circulate a draft MTP next year for review.
