Tippecanoe County commissioners approve wastewater grant, engineering contract and routine claims

The Tippecanoe County Board of Commissioners on June 15 approved a slate of routine business and several funding and contract items, including acceptance authorization for an $800,000 wastewater grant and a $992,600 design contract for a county road realignment.
President Tracy A. Brown opened the meeting and commissioners quickly approved minutes from the June 1 meetings, the June 5 payroll and claims dated June 3–15 after Commissioner's Assistant Paula Bennett recommended approval 'without exception.' Commissioner Thomas P. Murtaugh moved the procedural items; Commissioner David S. Byers seconded each motion and the board recorded the motions as carried.
Attorney Doug Masson presented Resolution 2026-18-CM authorizing Tippecanoe County to accept an $800,000 award from the Indiana Finance Authority through the Water Infrastructure Assistance Program; Masson said the funds must be used for construction costs. The board approved the resolution.
Director Stewart Kline of the Highway Department presented two highway items: an agreed findings and judgment settling an eminent domain case for 500 E, Parcel 8, and a professional engineering contract with EGIS BLN USA, Inc. for the realignment and reconstruction of CR 400 S. Kline reported the County deposited $163,520 into escrow and settled with an additional $11,480 to resolve the eminent domain claim. The board approved the settlement and the $992,600 design contract.
Other approvals included a five-year lease addendum with Sharp Business Systems to replace county copiers and printers; a one-time purchase Vital Records agreement with Datamark Development, Inc.; a lease amendment reducing HIVE Recovery Hub rent from $4,000 to $750 monthly effective July 1, 2026; memoranda of understanding allowing WIC staff to provide services at Franciscan Alliance and IU Health Arnett facilities and to host Purdue dietetics students; and permission to accept VOCA awards for CASA ($300,000 with a $75,000 county match) and the Prosecutor ($371,096 with a $92,774 county match).
The board also approved Resolution 2026-19-CM creating county ledger funds for County Share Southeast Industrial Expansion (TIF #16) and McCarty Lane Economic Development Area Allocation (TIF #27), and Resolution 2026-20-CM waiving the minor subdivision process for the proposed sale of 1.8 acres to American Suburban Utilities near Tippecanoe Villa; Attorney Eric Burns indicated the purchaser is a public utility and the parcel functions as an auxiliary strip.
Public comment included a resident urging a moratorium to allow ordinance development for a proposed commercial battery energy storage system (BESS) near the Duke Energy substation at County Road 500 W and State Road 26. Commissioner Byers moved to adjourn; President Brown closed the meeting.
