Utility director: SEPA shutdown reduced purchases, no diesel surcharge this year

Steven Harper, the borough's utility director, updated the assembly on outcomes from the recent SEPA shutdown and surcharges. Harper said hydro generation ran well and produced roughly 20% more energy than the prior year; sales were about 5.5% higher and purchases from SEPA were about 3% lower.
Preliminary calculations show the surcharge impact at approximately 1.4¢ per kilowatt-hour, which Harper said translates to roughly $12–$18 per person. Given strong hydro performance, conservation and other operational gains, the utility will not collect a diesel surcharge this year, Harper told the assembly.
Harper cautioned the figures are preliminary but expected to be close to final numbers; he also thanked operators and customers for conservation during the shutdown.
Next steps: Staff will finalize accounting and report final numbers at the end of the month; a voter-approved bond (if passed later) will be needed for some generator-related construction work.
