Commissioners expand EAP access for public safety and reclassify CASA positions

County human resources staff requested and the board approved two personnel actions intended to improve employee support and better align CASA staffing.
HR staff (Sadie) asked the board to approve an updated contract with Suncrest Psychological Services. Under the new contract, emergency‑response and public‑safety personnel will no longer be limited to six visits for EAP counseling when responding to traumatic events; eligible employees (and dependents) enrolled in the county Anthem plan remain eligible for 26 visits per year under the program. HR described the change as offering faster access to care and as less expensive than billing through Anthem.
Sadie also requested a position reclassification for CASA, eliminating one volunteer coordinator (path 3) and creating one additional staff advocate (path 3), changing the mix from three volunteer coordinators and three staff advocates to two volunteer coordinators and four staff advocates. HR told commissioners there is no price change and the position is currently vacant, so no incumbent would be affected.
Commissioner moved and the board approved both the Suncrest contract and the CASA position change by voice vote.
Staff said the EAP change reflects experience showing some traumatic incidents exhaust limited visit allowances and that unlimited access for qualifying traumatic cases will better meet the needs of law enforcement and public safety staff. The county will proceed with the contract and the personnel update per the adopted motions.
