District to join countywide active-shooter exercise Oct. 31, stresses staff-only participation

The Waterloo Local school board heard details about a countywide active-shooter exercise scheduled for Oct. 31 that will involve the Orange County Emergency Management Agency, the sheriff's office, local police and fire departments and the Ohio Department of Natural Resources. A school administrator (Speaker 3) said the simulation is intended to replicate a full multiagency response and is more extensive than routine lockdown drills.
"This is far more involved," Speaker 3 said, describing plans for mutual-aid responses so neighboring schools and agencies can practice coordinated procedures. The speaker added the exercise will be conducted on a staff waiver day and not on a day when students are in the building and that press releases will notify the community.
The administrator also described related staff training: a professional-development day will cover special-education document access, PBIS (positive behavior interventions and supports) practices and selected learnings from recent education conferences on AI platforms. Board members asked a few clarifying questions about scheduling and confirmed the Veterans Day breakfast and assembly will proceed as planned on Nov. 11.
The district framed the exercise as a preparedness measure to help align responses across county agencies and to practice mutual aid, while emphasizing that students will not participate in the drill.
