The Town of Friendsville Mayor and Town Council convened Aug. 5, 2024, at 6:00 p.m. in Friendsville Town Hall with Council President Pamela Humberson presiding. The council unanimously approved the meeting agenda and accepted minutes from July meetings, then took a series of administrative actions including acceptance of an audit contract and approvals tied to town operations and events.
Why it matters: The council’s approvals set routine administrative and financial work in motion ahead of community events and the fall planning calendar, and they establish contractual oversight for upcoming audits that cover three fiscal years.
The council approved several procedural motions without opposition. Motion #6, accepted unanimously, authorized the town to engage R. Joanne Sheffield, CPA, to perform audits for the years ended June 30, 2024, 2025 and 2026. Council member Sheryl MacLane moved the measure and Council member Robert Sines seconded it; the recorded vote was six in favor, none opposed, no abstentions. Earlier motions (Motions #1–#4) approved the Aug. 5 agenda and accepted general meeting minutes and two sets of comprehensive-plan-related minutes; each passed 6–0–0.
Other formal actions included Motion #7 to accept the clerk’s report, payables, receivables and the July salary summary, which passed unanimously, and Motion #8 adjourning the meeting at 7:30 p.m. (6–0–0).

Context and next steps: Council President Pamela Humberson read a July 16 notice from the Maryland Department of Housing and Community Development that the town’s Community Development Block Grant application was not selected for funding. Mayor Spencer R. Schlosnagle said copies of the completed comprehensive plan will be available at the Friendsville Library and Town Hall. The council set its next regular meeting for Aug. 19, 2024.
The meeting record shows routine unanimous approvals with no recorded dissent; several operational and event items discussed at the meeting will return for follow-up or implementation.
