Dan Kastner introduced himself during the appointment segment, saying, "My name is Dan Kastner. I was the chair of the HTC for, I think at least 3 years," and described himself as a local small-business owner and a homeowner who has restored historic properties. He said he was especially interested in public education about the commission's role to help homeowners understand preservation rules and benefits.
Commissioners asked about his familiarity with recent commission projects and discussed how the commission stewards the O'Connor Fund and grant program. The coordinator explained statutory and membership requirements — including that most members must live in Kalamazoo and that one seat needs architectural expertise — and discussed how filling the remainder of an outgoing member's term would work under current bylaws.
After discussion a member moved to recommend Kastner to the City Commission; the motion passed on a roll-call with Kayla, Fred, Nora, Kyle, Dusty, Melissa and the chair recorded as yes. The coordinator said a memo will be prepared to place the recommendation on the City Commission agenda with the goal of a formal appointment by the August meeting.
Next steps: staff will transmit the recommendation memo to the City Commission and notify the candidate about the timeline for formal appointment.
