Planning commission recommends conditional use permit for outdoor storage at 3700 Chaska Boulevard

The Chaska Planning Commission on Wednesday recommended that the City Council approve a conditional use permit allowing extensive outdoor storage at 3700 Chaska Boulevard, the site of the former Schramm brewery.
Planning staff described the request as an application (PC 2026-14) for a family-owned landscape contractor, Precision Yard Services, to use the site for open storage that exceeds the city’s 2:1 land-to-building ratio threshold. "Specifically, the user is proposing roughly 75,000 square feet of outdoor storage," planning staff said during the presentation.
Staff said the property sits in an I-2 (restricted industrial) zoning district but is guided in the long-range plan for high-density residential if redeveloped. The site contains an existing building of about 7,000 square feet on roughly four acres and already had outdoor storage under prior county and brewery uses, staff said.
The company plans weekday operations roughly 7 a.m. to 7 p.m., limited hours Saturday, about 20 employees, and storage of 15 trucks and trailers, small equipment, roll-off containers and salt. Applicant representative Philip Tjan told the commission the applicant "has no issues with staff recommendations for approval" and described the move as an interim use compatible with the city’s long-range goals.
Commissioners asked about security and screening. Staff recommended, and made a condition of approval, additional screening plantings on the eastern edge of the property, including approximately eight to 10 Black Hills spruce with a minimum planting height of 6 feet to reduce sight lines from Chaska Boulevard. Staff also noted utilities already serve the building and that the applicant plans to install security cameras.
The commission voted to recommend approval of the conditional use permit subject to the conditions listed in the staff report; the item will go to the City Council for final action on Monday, July 20.
What happens next: If the council approves the permit, Precision Yard Services may occupy the building under the conditions approved by the city. The approval at this stage does not permit site redevelopment beyond the listed conditions and any future major improvements would require additional review.
