The Friendsville Mayor and Town Council voted unanimously on Nov. 18 to allow Garrett County Pride (GCP) to use the entire Friendsville Community Park for its 2025 festival on June 14, 2025, with the park rental fee waived.
GCP chair Devin Barroga told the council the festival — which drew about 400 attendees at its first event in 2024 — will have no entry fee, support local food vendors and include a private after-party. "The mission of the organization is to promote love, acceptance, equity, and diversity of the LGBTQIA+ community," Barroga said, reading the group's purpose statement for the council.
Council member Sheryl MacLane moved the approval and Council member Edward Kelley seconded it; the motion passed 6–0 (Motion #3). Town staff told organizers that additional liability insurance will be required and that an alcohol permit must be obtained from Garrett County if alcohol will be served; the county permit fee is $35. Mayor Spencer R. Schlosnagle also reminded organizers of the town's 10:00 p.m. noise ordinance and asked them to coordinate setup with town maintenance staff.
Organizers said the park layout will require using the entire park; Wanda Guard, the town's administrative assistant and clerk-treasurer, offered to provide information on how to obtain the required liability coverage. The council did not place further restrictions as long as organizers comply with permit and insurance requirements.
The approval allows GCP to begin planning site logistics with town staff and vendors. The festival organizers and town officials said they would continue coordinating details in the months ahead.
