Enoch staff propose phased building-fee increases as inspections surge

Building Inspector Lynn Nielson told the Council that Enoch’s building valuation rate—used to calculate some building fees—remains at $112.65 per square foot and has not been updated since 2016. He said the national residential average is roughly $175.92 per square foot and that increasing the city’s rate by $20 per square foot could generate an estimated $60,000–$100,000 annually based on current activity.
Nielson proposed a phased, percentage-based increase over five years to spread the impact for builders and homeowners, rather than a single large adjustment. He also described heavy workload pressures: the building department had completed about 131 homes by the end of May and the department is processing more commercial permits than usual, with one inspector reportedly handling about 130 homes so far this fiscal year—above industry norms. Council members requested additional comparative data from neighboring cities and directed staff to return with more detailed information at the July 1 meeting.
