The Enoch City Council approved Resolution No. 2026-06-17-C, an interlocal agreement with Parowan City under which Enoch’s building inspector, Lynn Nielson, will provide inspections to Parowan. The agreement gives Enoch 35% of Parowan's standard building permit fees and 100% of plan-review fees, and Parowan will supply a vehicle for inspections.
Nielson said Parowan performed about 160 inspections from January through May compared with Enoch's roughly 1,400 inspections in the same period; he estimated the interlocal agreement could generate approximately $30,000 annually and would help fund hiring a part-time inspector (named Alicia, currently unpaid through a DWS program). The agreement is one year in length with a 60-day termination clause.
