Commission approves parcel split and variance southeast of Visalia

The Tulare County Planning Commission on July 8 approved a tentative parcel map (PPM26002) and a zone variance (PCV26002) to divide two parcels southeast of Visalia into three smaller parcels, voting 7-0.
Maria Pescadore, project planner with the Resource Management Agency, presented the proposal. She said the two existing parcels (approx. 4.78 and 3.5 acres) would be divided into three parcels sized about 4.6, 1.58 and 1.57 acres. Because the proposed parcels are smaller than the AE20 zone's 20-acre minimum, the applicant requested a zone variance. Pescadore told commissioners staff found the required four variance findings could be met and that no public comments were received during the notice period.
Commissioners asked whether future homes would require independent wells and septic systems; staff noted the site has an existing well and that future hookups to Cal Water were possible depending on development. The county's environmental health and public works branches had been consulted and recommended conditions in the staff resolution.
Commissioner Gonzalo Aleman moved to approve a categorical CEQA exemption (Title 14 §15303, Class 3) and conditionally approve PCV26002 and PPM26002; the motion passed 7-0.
The approvals allow the applicant to proceed with the parcel map process, subject to conditions and final map requirements and any necessary permits for wells or septic systems in future development.
