Sleepy Eye council approves routine measures, licenses and ordinance second readings; tobacco license passes 4-1

The Sleepy Eye City Council cleared a slate of routine business at its March 10 meeting, approving minutes, accepting donations, issuing licenses and advancing two ordinances to second reading.
Key votes recorded in the minutes include: approval of the Feb. 10 minutes (5-0); Resolution 5-2026 accepting donations (5-0); a non-objection to a gambling permit for the Knights of Columbus for April 12, 2026 (5-0); a seasonal liquor license for the Sleepy Eye Baseball Association for May 1–June 30 (5-0); and a personnel handbook change on retirement notice for sick-time payout (5-0). The council approved the tobacco license application for Ahmed Alnajjar/Sleepy Eye Tobacco, Inc. on a 4-1 vote, with Councilor Douglas Pelzel recorded as voting against that license. Councilors also called for second readings of Ordinance #233 (Hospital Board composition) and Ordinance #234 (salaries authorized for board members), both recorded as carried 5-0.
Finance items approved included the Police Report and Cash Fund Balances (5-0) and the payment of bills (5-0). The minutes note that Brian Braun provided a county update, and employees of Divine Providence requested a letter of support for a grant application; the minutes do not record whether the council agreed to provide the letter. City Manager Bob Elston said he would like to order Chromebooks to replace council laptops, and Chief Matt Andres said he intends to propose an increase in parking fines at a future meeting.
