Glen Echo council approves audit, selects road vendor and advances elevator installation

The Glen Echo Town Council unanimously approved a clean audit and several routine financial actions and set plans for an elevator replacement during its Oct. 16 meeting.
Auditors from SEK (Kayla and Erin) presented what the minutes describe as a "strongly favorable report with no issues," and the council voted to accept the audit. Councilmember Matt Stiglitz moved to approve the audit and Councilmember Dawn Tanner seconded; the motion passed with all in favor.
The council also approved routine financial reports and minutes. A July-minutes motion carried with three in favor and one abstention (Councilmember Matt Stiglitz abstained); the September minutes, the financial report and other routine approvals were recorded as "all in favor." The minutes do not list roll-call tallies by name for all votes.
Councilmembers discussed the town's planned elevator replacement in detail. Councilmember Matt Stiglitz reported that demolition will begin at the end of October and installation is expected in mid-to-late November. The minutes note a $15,957 line-item recorded as the first installment for the new elevator rather than a maintenance expense; council members questioned that classification during the financial review.
The town also discussed allocation of remaining American Rescue Plan Act (ARPA) funds. Council agreed to prioritize roads and the elevator, and said the council will decide later whether leftover ARPA money should go toward additional road work or Town Hall renovations.
On procurement, the council voted to select a road vendor (the minutes record the motion by Councilmember Julia Wilson, seconded by Councilmember Dawn Tanner) with the vote noted as "all in favor." The minutes do not specify the vendor name in the recorded motion.
Town Manager Angie Zeidenberg and resident Jo Anne Murray — who designed the original elevator more than 20 years ago — outlined possible Town Hall renovations, including acoustic panels, updated audio-visual equipment, new doors, storage, flooring and kitchen and bathroom upgrades. The council plans to review those options at the next meeting.
Operational items reported to the council included the installation timetable and temporary barricades for the elevator project, an award of the snow contract to Level Green, a fence permit at 16 Wellesley Circle (no issues), walkway repairs performed by Shimizu Landscaping, installation of a lockbox for rental keys, cancellation of the annual flu clinic due to insurance/payment constraints and scheduled leaf pickup dates through Dec. 23. The next council meeting is Nov. 20.
The meeting minutes were prepared by Town Manager Angie Zeidenberg and the session adjourned at 9:51 p.m. after a motion by Councilmember Matt Stiglitz and a second from Councilmember Dan Spealman.
