Planning staff presented background and additional research on a special-use permit application for an auto salvage yard at 73384345th Street and recommended approval. The property is bisected by a creek; staff told council the applicant has obtained an MPCA industrial stormwater permit covering runoff regulation and that the county has approved a conditional use permit for the county portion of the site.
Staff said the site lies within a mapped floodplain and explained that a permanent berm would be treated as a structure subject to Department of Natural Resources approval, and the DNR had indicated such a berm would likely not be approved on the most restrictive portions of the floodplain. Staff said the northwestern portion of the property (the city’s jurisdictional portion) is primarily used for staging and vehicle storage.
After the presentation a councilmember moved to allow the special-use permit, another councilmember seconded, and the council approved the permit by voice/hand-raise vote.
Staff instructed that additional site conditions and any county-required measures be reflected in the city’s permit as appropriate; the council did not attach further conditions on the record other than standard permit requirements.
