On July 6 the Brooksville City Council approved a utility service agreement with Liberty Cove Investors LLC that reserves water and wastewater capacity for the proposed Liberty Cove subdivision, a 92-unit single-family development.
Public-works staff presented the agreement and the fee schedule: $70,380 for water connection fees and $594,964 for wastewater connection fees, for a total of $665,344 to be paid up front within 90 days of executing the agreement. Staff also noted two timing changes in the agreement: the payment deadline was extended from 60 to 90 days and the construction completion timeframe was extended from two years to three years.
Council asked staff to confirm water and capacity understanding; the project manager said the developer will pay the full fees upfront and the city has the capacity accounting in place. The council moved and approved the utility service agreement by voice vote, 5–0.
Practical effect: the agreement reserves system capacity and secures connection-fee payments that will be applied to system costs and capacity allocation. The developer must satisfy the payment and construction milestones in the agreement.
