Council approves composting trial and several small purchases; treasurer reports $2.0M cash on hand

Treasurer Shelley Dorsey Washington reported February ending balances and a budget overview: "Ending balances in the general fund is $858,795.11... Total cash on hand at end of February is $2,013,551.26," she said, and summarized year-to-date totals: income $3,438,368.42 and expenditures $2,458,216.90, yielding a surplus of $980,151.52. Bills presented for the period totaled $240,676.64.
On composting, the town administrator reported a successful first week of the county-run community compost bins and said the county found only a few noncompostable items; the town will expand locations from five to eight and post maps and outreach materials. The council then approved a trial purchase of six backyard composters: Vice Mayor Jerry Burgess moved to buy six units at an approximate retail price of $135 each and make them available to residents for $25 on a trial basis; the motion was seconded and approved.
Council also approved not-to-exceed $4,000 to purchase three community benches and a picnic table for town hall (the table will be accessible for wheelchair users), and approved up to $2,000 to replace the Bartlett Park signboard with a sturdier bulletin‑board model that accommodates flyers and notices.
The meeting also noted the town's pending application/results from the Chesapeake Bay Trust Watershed Assistance Grant for Bartlett Park (phase 2 stormwater and flood-prevention design). Staff said grant funding, if awarded, would cover engineering and permit work and that additional implementation grants could be sought later.
What happens next: The town administrator will arrange procurement and distribution logistics for the backyard composter pilot, post compost-bin maps and outreach materials, and proceed with the bench and sign purchases consistent with the approved not-to-exceed amounts; staff will return with details on procurement and program uptake.
