The Policy Committee met by Zoom on Feb. 6, 2026, and voted to recommend a slate of bills for inclusion in the Commission’s 2026 Legislative Policy Priorities and for presentation at the Commission’s Feb. 9 meeting. Committee Chair Josie Caballero called the meeting to order at 12:21 p.m. and Director Jeremy Browning led a review of the priority bill tracking document and the Legislative Policy Priorities.
Browning summarized upcoming hearing dates, testimony deadlines and anticipated testimony plans; commissioners asked questions about timing and strategy. The committee discussed recommending the following measures to the full Commission: (2026) HB0014 — County Boards of Education: bullying, harassment or intimidation information collection and reporting requirements; (2026) SB0001 — Public Safety: law enforcement officers — prohibition on face coverings; (2026) SB0568 — Health Occupations: licensed psychologists — prescriptive authority; (2026) HB1011 — workgroup on supporting transgender and gender diverse students; a PrEP pharmacy prescribing authority bill; proposals for inclusive bereavement-leave policies; a conversion‑therapy camp ban bill; and an access to hormone replacement therapy (HRT) bill.
Vice Chair M Pease moved to present the recommendations and to combine the committee’s “Favorable Bills to Watch” category with all “Favorable” bills for the full Commission’s Feb. 9 agenda; Commissioner Tica Torres seconded the motion. After no additional discussion, the motion passed with all in favor; the transcript records unanimous approval but does not provide an individual roll-call tally.
The committee approved the meeting agenda and the Jan. 30, 2026 minutes by unanimous consent earlier in the session. Chair Caballero adjourned the meeting at 1:00 p.m. Taylor Harer, Special Assistant, submitted the minutes.
