Stanhope council approves consent agenda, fire department measures, memorial and denies utility refund

At its Oct. 15 meeting the Stanhope City Council approved the consent agenda and multiple motions including rekeying city and fire station locks, scheduling DOT inspections for the fire truck, approving a memorial tree for Harlan Lundquist, and denying a requested water/sewer refund.
The Stanhope City Council approved routine business and several department requests during its Oct. 15, 2024 regular meeting, and denied a customer request for a water and sewer refund.
The council approved the consent agenda, which included the Oct. 15 agenda, Sept. 10 minutes, payment of claims and financial reports for Sept. 2024; the roll call vote was 4-0 with Council Member Doug Sogard absent. Mayor Kelly Wirtz reviewed the financial reports and said, "things are not great, but looking better. Payment plans are being kept up and our delinquents are better than before. We appear to be headed in the right direction."
Council approved the Fiscal Street Finance Report for the 07/01/2023—6/30/2024 period on a motion by Council Member Jill Haman, seconded by Mindy Hetland. The council also approved a fire department request to rekey the fire station and city offices (motion by Kempton Young, second Beau Jensen) and authorized DOT inspection and maintenance for the fire truck, with council suggesting the inspections be placed on an annual schedule (motion by Beau Jensen, seconded by Mindy Hetland).
On a utility billing matter the council reviewed account 01-00002531-00-4 and, citing Banyon billing records and the absence of properly filed vacation forms, voted to follow ordinance and deny a refund (motion by Kempton Young, seconded by Jill Haman).
Council approved planting a memorial tree with a plaque in the park in memory of Harlan Lundquist; members specified the tree should not be a pine or fruit tree (motion by Jill Haman, seconded by Beau Jensen). Public Works employee Tim Dally reported the town's lift station was fixed for now and the water tower issues appear resolved. Mayor Wirtz said the city will pursue a potential FEMA Hazard Mitigation Grant to help cover lift-station replacement costs and will consult MIDAS and Bolton & Menk on the application process.
