Mayor named Stanhope representative to IOWAY Watershed board; council hears proposal to transfer drainage-district control

The Stanhope City Council on Dec. 10 approved appointing Mayor Kelly Wirtz as the city's representative to the IOWAY Watershed board, with Councilmember Kempton Young named as alternate.
Councilmember Doug Sogard made the motion to appoint Mayor Wirtz; Jill Haman seconded and the motion carried. The IOWAY board meets quarterly and oversees groundwater protection and local water-quality efforts.
Separately, resident Rick Young addressed the council about drainage management in Stanhope. He said Hamilton County has roughly 320 drainage districts and suggested the city consider taking control of the drainage district that includes Stanhope. Young explained that drainage districts own their drainage tile and that repairs are funded by patrons within each district; he said not everyone in the town necessarily lives inside the drainage district and that transferring control has not been done yet but may be an option in the future.
The council did not take formal action on changing drainage-district governance during the meeting; the item was presented as informational.
