Stanhope council approves winter billing changes, keeps payment-plan approach for past-due accounts

Councilmember Jill Haman moved and Mindy Hetland seconded approval of a vacation garbage rate for account #0100002040-00-1, effective Jan. 1–April 1, 2025. The council also approved shutting off water for account #01-0000-1541-00-8 for the winter, with a $25 disconnection fee and a $25 reconnection fee; the motions carried.
On delinquent accounts, the utility committee recommended continuing payment plans. The council discussed options for very old accounts with no known forwarding address, saying those may be candidates for write-off, while other delinquent accounts could face liens if payments are not made in the coming week. The minutes note the council emphasized that if residents do not make their city payments, the city’s ability to meet its own obligations is affected.
The actions followed approval of the consent agenda earlier in the meeting, which covered the agenda, Nov. 12 minutes, payment of claims and November financial reports.
Next steps: committees were asked to prepare budget requests for the Jan. 14, 2025 meeting, which could affect utility rate discussions during budget planning.
