Kenai commission recommends permits for Empire Airlines and Alaska DNR, approves ATM renewal; manager reports runway and terminal updates

The Kenai Airport Commission on June 11 moved by unanimous consent to recommend that the city council approve three routine items: renewal of a special use permit for Empire Airlines (which operates flights for FedEx) to park aircraft on the apron; a seasonal special use permit for the State of Alaska Division of Forestry to use roughly 30,000 square feet of apron for aircraft loading and parking related to firefighting operations from May 1–Aug. 31; and the first renewal of an ATM and terminal service agreement with Tyler Distributing.
Moderator opened each item, staff provided short reports and confirmed required paperwork, and the commission asked for and received unanimous consent to forward the items to council. For the Empire Airlines item staff confirmed the company ‘‘paid the fee, and we have a current certificate of insurance on file.’’ For the DNR item staff confirmed the $100 application fee and a certificate indicating the party is self‑insured for that period. The ATM amendment was described as the first renewal of a one-year contract that included four one-year extension options; staff said paperwork and insurance are in order.
Airport Manager Mary delivered the operations report. She said runway milling should be finished within a day or so and that the project will move into foam‑asphalt stabilized base course and paving toward the end of July, pending weather. Taxiway lighting and runway navigational aid work is underway; culvert replacement and storm-drain liner work is expected to commence toward the end of June. Mary said the apron crew completed crack sealing and a rapid seal coat on the north end of the apron and will repaint markings next week; she reported fuel pumps were restored and processing credit-card payments again after a Chase Paymentech/OPW integration issue.
Mary also noted that Ellucian gave a 30‑day notice to cancel its lease effective June 8, that an RFP for terminal concessions is out with bids due June 25 (a pre-bid meeting had no attendees), and that Fox Air started service June 8 between Kenai and Anchorage. She said recruitment for the airport manager job closed June 7 with 31 applications to review.
There were no public commenters in person or on Zoom and no unfinished business; the commission adjourned after commissioners confirmed availability for a possible July 9 meeting.
