The Elkton Planning Commission on Jan. 12 recommended that the mayor and commissioners approve annexation A4‑2025 for a 5.59‑acre parcel on Belle Hill Road (Tax Map 027B, Parcel 1130) owned by Red Cloud Investments LLC.
Planning Director Jeanne Minner said the parcel is currently zoned Business Intensive in Cecil County and that staff recommended annexation with a Town zoning classification of C‑3 (Highway Interchange), which would permit similar commercial uses appropriate to the site's proximity to I‑95. Minner said Artesian maintains a franchised water arrangement in the area and that the parcel has access to town sanitary sewer; she stated that when development proceeds the property must hook into Town sewer and purchase water from Artesian.
With no public comment recorded, the commission moved to forward a favorable recommendation to the mayor and commissioners. The motion passed unanimously.
Next steps: the mayor and commissioners will consider the annexation and any zoning designation; development proposals would proceed under town permitting and utility hook‑up requirements if annexed.
